Congressman Filner on Navy Naming Cargo Ship in Honor of César Chávez

Chula Vista, CA – Congressman Bob Filner issued the following statement in response to the U.S. Navy naming a new cargo ship in honor of the late civil rights leader, César Chávez today in San Diego:

I’m proud the Navy has named our newest cargo ship after one of the great civil rights leaders of our time, César Chávez. I was saddened to learn that not all of the members of the San Diego Congressional Delegation feel the same way. Our nation’s diversity is our greatest strength!

Rep. Filner to UMW Grad Students: Work For Change

U.S. Rep. Bob Filner (D-Calif.), a 1961 Freedom Rider, spoke at the University of Mary Washington's graduate commencement ceremony Friday, May 6, urging the students to believe in change—and make it happen.

"Fifty years ago, I got involved. We changed history,'' Filner said of the Freedom Rides that successfully defied interstate bus travel in the South. "I think you could do the same. Get involved. Change history."

Filner spoke to about 1,300, including graduates, families, friends and faculty, gathered in George Washington Hall's Dodd Auditorium for the ceremony held to award graduate degrees. A total of 252 master's degrees were awarded, including 77 master of business administration degrees, 134 master of education degrees, 12 master of science in management information systems degrees and 29 master of science in elementary education degrees.

"You have a responsibility and an opportunity to decide you've got to get involved," Filner told the graduates. "You start in your classroom, your place of work, your neighborhood. You just start."

Filner's speech came as part of the university's conclusion of its 50th anniversary tribute to the 1961 Freedom Rides and to their architect, the late civil rights pioneer James L. Farmer, Jr., who taught at Mary Washington. U.S. Rep. John Lewis, also a Freedom Rider, will address the undergraduate commencement ceremony on Saturday, May 7.

Filner has been active in the struggle for civil rights since college. As an 18-year-old Cornell University engineering student, he joined the 1961 Freedom Rides and was arrested and imprisoned for several months in Mississippi.

"It was an indelible personal experience. It was a searing experience," Filner said.

From May to December of 1961, 436 Freedom Riders took part in more than 60 bus rides to test segregated interstate buses and bus terminals in the Deep South. The Freedom Riders met mob violence with nonviolent tactics, which eventually spurred the Kennedy administration to action.

"We did not make America perfect. We changed American history," Filner said. "Through nonviolent direct action, we refused to meet violence with violence. We met violence with love."

"We came out of that experience thinking we could change America," he added. "There is room for change if you want to make that change. We had an optimism of change that governed our whole lives."

Following the Rides, Filner returned to college and went on to earn a Ph.D. in the history of science from Cornell. While teaching history at San Diego State University for more than 20 years, he stayed active in community issues such as civil rights, housing, education and job development. He entered politics as a San Diego Board of Education member in 1979. He later served on the San Diego City Council before his election to the House of Representatives in 1992.

The National Education Association honored Filner with the prestigious Martin Luther King Jr. Memorial Award in 2003 to recognize his lifetime commitment to human and civil rights and to providing quality education for all students.

A congressman for 18 years, Filner has called for passage of the Unsolved Civil Rights Crime Act to create a special section in the Justice Department's Civil Rights Division to investigate and prosecute crimes that led to activist deaths during the civil rights era.

He has chaired the House Committee on Veterans' Affairs since 2007 and has become nationally known for his work on behalf of veterans. He led the crusade to restore promised benefits to the Filipino veterans and Merchant Mariners of World War II.

Filner represents California's 51st congressional district, one of the most ethnically diverse regions in the nation and one that includes the entire California-Mexico border. He has fought for federal funding for border infrastructure and has advocated for improved U.S.-Mexico relations.

After Filner concluded his remarks, Daniel K. Steen, Rector of the university's Board of Visitors, conferred an honorary doctor of humane letters degree on Filner.

Statement of Ranking Democratic Member Bob Filner on the Death of Former-Representative John Adler

As a former colleague and friend, I was saddened to learn of the death of former-Representative John Adler. John dedicated his life to public service and the citizens of New Jersey and our nation can be thankful of his efforts.

I had the opportunity of working with him closely as we fought for veterans in one of the most productive Congresses in our nation's history. He will be greatly missed by all of us. I know I speak for all of his former colleagues on the Committee on Veterans' Affairs that his wife Shelley and his four sons will be in our thoughts and prayers.

Congressman Bob Filner’s Response to the State of the Union

WASHINGTON, D.C. - Congressman Bob Filner released the below statement following tonight’s State of the Union:

I am pleased that strengthening our economy and creating jobs for all American families was the top of the President’s agenda tonight.

Our economy is beginning to look up, and it will take all of us coming together to build on that success. I agree with the President that in order to solve these problems we must work across party lines to improve the economy and create jobs.

The President said tonight that his budget will increase investments in biomedical research, information technology and clean energy. These are industries where the San Diego region excels. Our technology companies have been on the cutting edge and investing in them will help them grow, innovate and further stimulate our economy.

One of the best things we can do for our country is boost transportation funding to stimulate economic growth. Funding transportation improvements can support jobs and ease the high unemployment rate, particularly in the hard-hit construction sector.

Every $1 billion invested in highway construction would support approximately 27,800 jobs, both in the construction sector and in non-construction related sectors of the economy.

Every dollar invested in the nation's highway system yields $5.69 in economic benefits in reduced delays, improved safety, reduced emissions, and lower vehicle operating and maintenance costs. And each dollar invested in the nation's public transit system has been found to provide $6 in benefits in the form of time savings, parking and travel time savings, avoided job loss, avoided welfare payments, avoided vehicle crashes, avoided congestion and pollution, increased central city labor opportunities, increased mobility for people without access to private vehicles, and improved educational opportunities.

Another challenge we face is taking care of our veterans as they return home from war. In my four years as Chair of the Veterans Affairs Committee, we accomplished a lot including increasing the funding for veterans programs to take into account the growing and changing needs of veterans.

We have reduced the VA claims backlog and we are able to better serve our veterans of prior wars and those returning home from Iraq and Afghanistan today. In fact, between 2007 and 2011, the number of veterans enrolled in the VA health care system has increased from 7,833,445 to 8,499,160.

I commend the President for focusing on reducing the deficit. One of the ways we can reduce our spending right now is by bringing our troops home.

Since 9/11, our nation has spent $1.121 trillion on the wars in Iraq and Afghanistan. We are spending $5.4 billion a month in Iraq and $5.7 billion a month in Afghanistan. This is a misuse of our national resources and taxpayer funding!

Our taxpayer funds would be much better spent investing in our education system here at home, promoting the development of renewable sources of energy in our own backyards and building a first-class transportation system to keep our economy moving forward.

We are a great nation. We have always risen to great challenges with the drive and enthusiasm characteristic of our country. We can do it again.

Statement from Congressman Filner on the Tragic Shooting in Arizona

WASHINGTON, D.C. - The following is a statement from Congressman Bob Filner on the tragic shooting today in Arizona:

Gabby Giffords is a good legislator and a good friend. We work closely together as U.S./Mexico border Congressmembers. We pray for her full recovery.

I cannot help but believe that the violent context of the recent election is responsible for this tragedy. Many of us were physically threatened by those who believed they were “right” and we were “wrong” – we were “enemies,” rather than sincere people with different opinions.

Their incendiary talk – given legitimacy by equally incendiary talk shows – make violence an acceptable political tactic. Violence as acceptable – bolstered by easy access to guns – made this tragedy almost inevitable.

Let us all resolve to recommit ourselves to what is truly exceptional about America – that we conduct our politics with debate and respect, not violence.

Congressman Filner Supports Increased Sanctions Against Iran

WASHINGTON, D.C. - Congressman Bob Filner recently supported new sanctions against Iran by co-sponsoring a bill to eliminate U.S. government funding for companies that supply Iran with cyber spying and Internet censorship technology.

"We cannot allow companies we fund with taxpayer money to support spying and censorship by a violent, undemocratic regime," said Congressman Filner. "Iran’s abuse of technology to quiet dissent should not be subsidized by the American people."

The Stand with the Iranian People Act, H.R. 4303, would also deny issuance of U.S. admission to any government official of Iran who is alleged to have participated in human rights abuses. Additionally, it would allow U.S. nonprofit agencies to enter Iran for specified humanitarian assistance.

Congressman Filner is recognized as "Defender of Children"

WASHINGTON, D.C. - Recently, First Focus Campaign for Children, a national bipartisan advocacy organization, recognized Congressman Bob Filner as a "Defender of Children." This award is part of First Focus Campaign for Children’s inaugural campaign to recognize several Members of Congress who make improving the well-being of children a national priority.

Congressman Filner calls for equality in adoption

WASHINGTON, D.C. - Continuing his strong support for equality, Congressman Bob Filner recently co-sponsored legislation in Washington to end discrimination in adoption and foster care placements.

"There is a shortage of adoptive parents," said Congressman Filner. "And yet, several states still discriminate against potential foster and adoptive parents based solely on their sexual orientation or marital status. It is vital that we end this discrimination and provide all children access to loving and supportive homes."

Currently, there are approximately 500,000 children in the child welfare system in the United States. Over 125,000 of these abused and neglected children are waiting to be adopted, but there are only 50,000 adoptions each year. The result is that many children languish in care and bounce from placement to placement.

The severe developmental, emotional, and educational costs to children raised in foster care are well documented. The 25,000 youth who never find a permanent family and "age out" of the system each year are more likely than nearly any other group to become homeless, incarcerated, or suffer with mental illness or substance abuse.

The Every Child Deserves a Family Act (H.R. 4806) will open up more homes for abused and neglected children. This bill prohibits any entity that receives federal adoption or child welfare funding from denying or delaying adoptions or foster care placements based solely on the prospective parents’ marital status or sexual orientation, or the sexual orientation of the child.

This legislation is endorsed by the ABA, Voices for Adoption, Foster Care Alumni of America, First Focus, PFLAG, the Family Equality Council, and the American Psychological Association.

Congressman Bob Filner supports federal holiday to honor Cesar E. Chavez!

WASHINGTON, D.C. - Today, Congressman Bob Filner announced his co-sponsorship of legislation to create a federal holiday to honor Cesar E. Chavez. Cesar Chavez Day is celebrated on March 31st in California and is designated a holiday in several other states.

"It is our responsibility to make sure the movement Cesar Chavez began and the timeless lessons of justice and fairness he taught are preserved and honored in our national conscience," said Congressman Filner.

Cesar Chavez spent his life working to help migrant farm workers and others suffering under unjust labor practices. By following the principles of Mahatma Gandhi and Dr. Martin Luther King, Cesar Chavez was able to bring power to the powerless. He was not only a hero to Mexican-Americans but to all Americans.

As a labor leader, he earned great support from unions and elected officials across the country. The movement he began continues today as the United Farm Workers of America.

Cesar Chavez’ influence extends far beyond agriculture. He was instrumental in forming the Community Service Organization, one of the first civic action groups in the Mexican-American communities of California and Arizona.

During a time of great social upheaval, he was sought out by groups from all walks of life and all religions to help bring calm with his non-violent practices. In his fight for peace, justice, respect and self-determination, he gained the admiration and respect of millions of Americans.

Congressman Bob Filner Celebrates Nelson Mandela International Day!

WASHINGTON, D.C. - U.S. Congressman Bob Filner announced his co-sponsorship of H. Res. 1518, a resolution recognizing the inaugural Nelson Mandela International Day.

"It is an honor to lend my support to recognizing the first Nelson Mandela International Day!" said Filner. "I urge everyone to reflect on the importance of peace, tolerance, democracy, human rights and reconciliation in honor of this great leader."

Last November, the United Nations General Assembly adopted a resolution to declare July 18th Nelson Mandela International Day. Beginning this year on his 92nd birthday, an annual day of global recognition will honor President Mandela’s contribution to the international movement for peace and freedom.

Congressman Bob Filner calls for a commemorative postage stamp honoring Asian American and Pacific Islander heritage and contributions

WASHINGTON, D.C. - U.S. Congressman Bob Filner called on the Citizens’ Stamp Advisory Committee of the US Postal Service to consider a proposal to issue a postage stamp honoring Asian American and Pacific Islander (AAPI) heritage and honoring AAPI contributions each year.

"Asian American and Pacific Islanders have made countless contributions to our country that warrants recognition on the face of a commemorative stamp," said Congressman Filner. "The rich diversity and contributions of the AAPI community should be fairly represented and celebrated!"

Asian Pacific American Heritage Month, which is the month of May each year, presents the unique opportunity to recognize the contributions of AAPIs throughout our history through commemorative stamps.

Congressman Filner supports naming of Post Office for former Los Angeles Mayor Tom Bradley

WASHINGTON, D.C. - Congressman Bob Filner announced his co-sponsorship of H.R. 5450, a bill that would redesignate the United States Postal Service facility located at 3894 Crenshaw Boulevard in Los Angeles, California, as the "Tom Bradley Post Office Building."

"I am proud to join my colleagues from the California delegation to honor Mayor Tom Bradley, who bridged racial barriers, used his skills to forge extraordinary coalitions, and presided over a period of enormous growth in Los Angeles," said Congressman Filner.

Tom Bradley, the first African American mayor of Los Angeles, won election five times and served a record 20 years. He was twice (1982, 1986) the Democratic candidate for governor of California. Bradley's position in California state politics gave him a high profile in national Democratic politics and in 1976 he co-chaired the Democratic national convention.

H.R. 5450 was introduced by Congresswoman Diane Watson.

Congressman Filner urges participation in 2010 Census

WASHINGTON, D.C. - Congressman Bob Filner is urging people in the 51st District to mail in their Census forms before the deadline on Friday, April 16th.

"It’s not too late to mail back your Census form! If you mail it in by the end of the week, you’ll not only be saving taxpayer money, you will know you are being counted when it comes to planning for future schools, roads and critical services," said Filner.

According to the Census Bureau, as of April 12, San Diego County has a mail-back participation rate of 65 percent and 55 percent in Imperial County.

It costs the government just .42 cents to receive a questionnaire back in the mail, but cost taxpayers $57 if a census taker has to go out to a house to collect the same information. If every household mailed back their census form, taxpayers could reduce the cost of the census and save $1.5 billion.

Households that return their forms after Friday, April 16, may still be visited by census workers, who begin going door-to-door to collect census responses on May 1.

The Mail Participation Rate is the percentage of forms mailed back by households that received them. The rate excludes households whose forms were returned to us by the U.S. Postal Service as "undeliverable," strongly suggesting the house was vacant.

Congressman Filner Votes to Send Landmark National Service Bill to President Obama

President Obama Expected to Sign the Edward M. Kennedy Serve America Act in Coming Days

WASHINGTON, D.C. - Congressman Filner joined a majority in the U.S. House of Representatives in voting to launch a new era of national service and volunteerism to help the nation emerge stronger from the economic crisis. The House passed the Edward M. Kennedy Serve America Act, formerly called the GIVE Act, by a vote of 275 to 149. The Senate passed the act last week and it now goes to President Obama for his signature into law.

"President Obama called for all Americans to dedicate themselves to serve their communities during these difficult economic times," said Congressman Filner. "This bill provides Americans, who have always responded in times of crisis, with the tools to rebuild their communities. I am proud to stand with President Obama to facilitate opportunities for Americans to help their neighbors."

The Edward M. Kennedy Serve America Act, H.R. 1388, will provide the greatest expansion of national service since President John. F Kennedy first issued his call to serve over 50 years ago. Among other things, the bill will create 175,000 new volunteer opportunities for Americans to help meet the nation’s pressing challenges, including energy, education, health care, veterans’ needs, and more. The bill creates opportunities for Americans of all ages to engage in service, from middle school students to retirees.

The Edward M. Kennedy Serve America Act will engage Americans of all ages, from middle school through retirement, in service and volunteerism. The legislation will more than triple the number of volunteers serving in this country from 75,000 to 250,000 and establish four new service corps: a Clean Energy Corps to increase energy efficiency and conservation, an Education Corps to help increase student engagement, achievement and graduation, a Healthy Futures Corps to help improve health care access, and a Veterans Service Corps to enhance services for veterans. These 175,000 new volunteer opportunities will expand current AmeriCorps programs and provide members for these four new service corps.

The bill also will increase the education award service members receive in exchange for their contributions to $5,350 for next year, the same as the maximum Pell Grant scholarship and permanently link it to match any future increases in the Pell Grant. It also creates new opportunities for older Americans and retirees, and allows them to transfer their education awards – up to $1,000 for at least 350 hours of service – to a child, foster child or grandchild.

Other key provisions include establishing a new Summer of Service program to engage middle and high school students in service and allow them to earn a $500 education award to put toward college. In addition, the legislation will help strengthen disaster relief efforts and establish an alumni corps of former service participants who can help respond during natural disasters and other emergencies.

Congressman Bob Filner Re-introduces Legislation Supporting Creation of Postage Stamp Honoring Slain Officers

Congressman Bob Filner has re-introduced legislation supporting the creation of a postage stamp to honor law enforcement officers killed in the line of duty.

"Throughout the county, police officers are injured and killed in the line of duty almost every day," Filner said. "We must honor those who have suffered and sacrificed their lives in order to make our neighborhoods and communities safer."

The legislation would express the sense of Congress that a stamp, called the Law Enforcement Officers Memorial Stamp (H.Res. 31), should be issued to honor law enforcement officers killed in the line of duty.

On average, a law enforcement officer is killed in America every other day. Since 1792, when recordkeeping started, more than 18,200 officers have lost their lives in service to their communities. In 2008, 140 officers were killed in the line of duty.

"More than 900,000 Americans serve as law enforcement officers in communities large and small across the nation," Filner said. "These officers serve with commitment and distinction as they place themselves in harm's way to protect their fellow citizens."

Filner Announces MTS Shuttle Extension for Chargers Games

Congressman Bob Filner recently announced a two month extension of the Metropolitan Transit System (MTS) shuttle services to Chargers games. The Federal Transportation Administration (FTA) has granted the extension and will reassess their decision during that time. Congressman Filner; Paul Jablonski, CEO of MTS; and Jim Steeg, COO of the Chargers (all pictured here – from right to left) are committed to working together to ensure that MTS shuttle services are extended permanently!

Filner Commemorates Nuremberg Trial and Urges Respect for Human Rights

Congressman Bob Filner recently co-sponsored H.Con.Res. 17, which commemorates the 62nd anniversary of the Nuremberg Trial and verdict in 1946.

"We should learn from the lessons of our past," stated Filner. "The Nuremberg Trial set the standard for international military tribunals and human rights law around the world. On the 62nd anniversary, Congress should reaffirm our unequivocal support for the rule of law and our commitment to universal human and civil rights."

H.Con.Res. 17 expresses the sense of Congress that the people of the United States should grieve for the loss of life that defined the Third Reich and celebrate the continued education efforts for tolerance and justice, reaffirming the commitment of the United States to the fight against intolerance and prejudice in any form, and honoring the legacy of transparent procedure, government accountability, the rule of law, the pursuit of justice, and the struggle for universal freedom and human rights.

Filner Announces Picturing America Awards

Bringing American Art Directly to Classrooms and Libraries

Congressman Bob Filner today announced five Picturing America awards for schools and libraries in the Imperial Valley. Picturing America is a free initiative provided by the National Endowment for the Humanities (NEH), to help teach American history and culture by bringing some of the country’s great art directly to classrooms and libraries.

"Picturing America is a unique program that helps promote awareness of history and inspires Americans to become involved in art," said Congressman Filner. "By bringing great art into public and private schools, libraries and communities like ours, this program offers people of all ages the opportunity to learn about our history in a fresh and engaging way."

Gilbert Barraza, Principal of Calexico High School, said, "We are honored to receive the Picturing America Awards. The culmination of courage and sacrifice captured in poignant portraits for Calexico students and staff to learn from is truly phenomenal."

"The Endowment believes that Picturing America should be in every school and public library in the United States. As a result of our first round of applications, thousands of schools and millions of people all around the country will have the chance to view and learn from this collection in their own communities," said Bruce Cole, Chairman of the NEH. "Picturing America helps us understand our democracy by bringing us face to face with the people, places, and events that have shaped our country. It provides an innovative way to experience America’s history through our nation’s art."

In Imperial County, five institutions have been awarded Picturing America awards, including: Calexico High School, Lincoln Elementary School, Holtville Middle School, the Southwest High School Media Center and the Imperial Public Library.

Successful applicants will receive forty large, high-quality reproductions of great American art and a comprehensive teacher’s resource book to assist educators using the works of art in core subjects. Delivery of these materials is scheduled for August, 2008.

Superdelegate Bob Filner Endorses Senator Obama for President

Chula Vista, California - Congressmen Bob Filner (D-CA) recently released the following statement regarding his status as a Democratic Superdelegate:

"After reviewing the results of the primaries Nationwide, the voices of the voters have been heard, and I believe that it is time for Superdelegates to make their endorsements known. We must select the Democratic nominee as soon as possible to unite the support of the party and provide him with the very best foundation to become President next year.

"Due to Senator Obama’s innate ability to bring together various cross sections of American society, his pragmatic approach to designing sound policy and his inspirational message, I believe that Senator Obama will be the next President of the United States of America, and I am honored to extend my support to him.

"As Chairman of the House Committee on Veterans’ Affairs and after eight years of President Bush failing to effectively provide for our nation’s veterans, I pledged to support the candidate that would do right by our veterans. Senator Obama has promised to fight to provide the very best care for returning heroes and for heroes from past conflicts.

"This year, we have seen many unprecedented firsts, including the first serious female and African American candidates for President. I have long said that either candidate would provide a welcome change from politics as usual in Washington, D.C. Congressman Filner Releases Statement on Blackwater Ruling

San Diego City lawyers recently asked Judge Marilyn L. Huff to reject a motion by Blackwater officials seeking a temporary restraining order that would allow them to begin operating their Otay Mesa training center on Monday, 6/2/08. Judge Huff dismissed their request and ruled in favor of Blackwater.

Congressmen Bob Filner (D-CA) today released the following statement on the Federal Court’s Ruling:

There is no basis for Judge Huff’s ruling. She completely ignored questions as to completeness of permit applications, necessity for environmental impact statements, conformance with firearms permits, and whether Blackwater was within the category ‘vocational education’ as required by the zoning.

Community leaders have come together overwhelmingly to fight Blackwater’s presence in San Diego County. We all understand that Blackwater is a company that profits from war, and they will not hesitate to profit from insecurity in our sensitive border region. We will continue to fight Blackwater until they understand that they will never be welcome in our neighborhoods!

Blackwater’s business model is unacceptable and this ruling is unacceptable! I urge the City Attorney to appeal Judge Huff’s decision to the 9th Circuit Court of Appeals.

Filner Proposes the Creation of a Postage Stamp to Honor Slain Officers

Congressman Bob Filner today announced his introduction of legislation in support of a postage stamp to honor law enforcement officers killed in the line of duty.

"Too many police officers are killed or injured in the line of duty every day," Filner said. "We must honor those who have sacrificed their lives in order to make our neighborhoods and communities safer."

The legislation would express the sense of Congress that a stamp, called the Law Enforcement Officers Memorial Stamp, should be issued to honor law enforcement officers killed in the line of duty.

On average, a law enforcement officer is killed in America every other day. Since 1794, when recordkeeping started, more than 17,900 officers have lost their lives in service to their communities. In 2007, 186 officers were killed in the line of duty, an increase of more than 28 percent from the year prior.

"Nearly nine hundred thousand Americans serve as law enforcement officers in communities small and large across the nation," Filner said. "These officers serve with commitment and distinction every day, as they continue to place themselves in harm's way to protect their fellow citizens."

Filner Celebrates Asian Pacific American Heritage Month

WASHINGTON, D.C. - Today, Congressman Bob Filner called on all Americans to join in celebrating Asian Pacific American Heritage Month, which begins on May 1.

"This month is a special opportunity to pay tribute to the contributions of the Asian American and Pacific Islander (AAPI) community and to address the challenges facing all of our communities," said Congressman Filner.

"The AAPI community is one of the fastest growing populations," Filner pointed out. "An estimated 15.9 million Asian Americans and Pacific Islanders, representing a diverse community of backgrounds, cultures, and experiences, now make their homes in the United States making valuable contributions to every aspect of American life. Their unique contributions enhance the moral fabric and character of our great nation."

"I am honored to salute the more than 48,000 brave AAPI men and women who have been deployed to Iraq or Afghanistan since 2001 and the 320,000 AAPI veterans who have courageously served our country," Congressman Filner stated. "It is in their name that I will continue to work to ensure that this Congress honors our commitment to our troops and our veterans."

Filner continued, "As a historian and the Chairman of the House Veterans Affairs Committee, I know that Filipino World War II veterans have been deeply wronged. I am fighting to ensure that they receive equity and benefits for their contributions to the successful outcome of WWII. I commend the Senate’s action, passing S. 1315, the Veterans Benefits Enhancement Act of 2007, and I call on the House to pass this historic Act during Asian Pacific American Heritage Month!"

The new Democratic-led Congress has been working on improving the lives of Asian American and Pacific Islander families, along with all other American families.

In the current economic downturn, a great number of AAPI families – like other American families – are struggling to make ends meet – facing stagnant incomes and skyrocketing gas prices, food prices, college costs, and health care costs. The New Direction Congress has responded and in February enacted a bipartisan economic stimulus package that is providing tax rebates to millions of hardworking families – with the vast majority of Asian American and Pacific Islanders receiving these rebates.

In addition, the economic stimulus package is helping the nation’s small businesses – doubling the amount small businesses can immediately write off their taxes for investments in plant and equipment this year from $125,000 to $250,000. This will aid the 1.1 million AAPI-owned small businesses.

There is also a subprime mortgage crisis in this country – with millions of Americans now facing the possibility of foreclosure. The Congress has enacted laws stopping the tax on phantom income when a lender forgives some part of a family’s mortgage in foreclosure and temporarily raising FHA loan limits to expand affordable mortgage loan opportunities. Now, in May, the House is expected to pass sweeping legislation designed to ease the mortgage crisis and reduce the number of foreclosures – with experts estimating the bill could help 1 to 2 million homeowners avoid foreclosure.

In addition, last year, Congress raised the minimum wage, benefiting more than 250,000 hardworking Asian Americans and Pacific Islanders; cut the cost of college for the more than 176,000 AAPI students enrolled in degree-granting institutions; and enacted an energy security bill that will save Americans, including 15.9 million Asian Americans and Pacific Islanders, $700 to $1,000 a year at the pump.

The New Direction Congress has also been working to strengthen our national security and military readiness, provide a new direction in Iraq, and honor our commitment to our veterans and troops. Specifically, the Congress has provided our veterans the largest increase in veterans’ benefits, including veterans’ health care, in the 77-year history of the VA; blocked health care fee increases proposed by the Bush Administration on our servicemen and women; and ensured more equipment, training, and body armor for our troops.

"As we celebrate the contributions of Asian Americans and Pacific Islanders to the nation, we must rise up and take our country in a new direction to meet the challenges facing AAPI families," concluded Filner. "The New Direction Congress will continue to take further steps to change the way we do business in Washington, and to make America safer, strengthen our economy, and restore accountability. Together, we can make the American dream a reality for all Americans."

Filner Celebrates Jewish American Heritage Month

WASHINGTON, D.C. - Today, Congressman Bob Filner released the following statement, calling on all Americans to join in celebrating Jewish American Heritage Month, which begins on May 1st:

This month is a special opportunity to pay tribute to the contributions of American Jews throughout the history of the United States.

When the first Jewish settlers came to this land, they sought a place of promise where they could practice their faith in freedom and live in liberty. During this month, we celebrate the rich history of the American Jewish community and honor the great contributions they have made to our country.

As a nation of immigrants, the United States is better and stronger because Jewish people from all over the world have chosen to become American citizens. Since arriving in 1654, American Jews have strengthened our country and helped shape our way of life. Their commitment to excellence in science, public service, law, medicine, athletics, literature and countless other fields has enriched our nation and enhanced our culture. In addition, through strong ties to family and community, American Jews reflect a compassionate spirit and set a positive example for others.

My father’s life reveals a powerful example of the spirit and values of the Jewish American Community. As an American soldier who could speak Yiddish, he was selected from the ranks to help liberate the Dachau concentration camp during World War II. Having viewed such painful and flagrant suffering, he became an advocate for all human rights and a strong supporter of Dr. Martin Luther King, Jr. He understood the devastation that is caused by discrimination and hatred, and he decided to do everything in his power to stop the spread of prejudice. I was fortunate to grow up under his positive influence, and I am proud that many Jews, and many Americans of all faiths, share his love of freedom and equality.

Jewish American Heritage Month provides us with an opportunity to reflect on all the diverse ways in which our families and American Jews in general have enriched our culture and enhanced our way of life over the last 353 years.

Filner Calls for City Investigation of Blackwater Contract

Congressman Bob Filner today requested City of San Diego Mayor Jerry Sanders to investigate the permit that Blackwater received as a "vocational trade school." Filner also asked for Mayor Sanders’ support in preventing Blackwater’s presence in San Diego.

Filner wrote, "The secrecy under which Blackwater contracted its facility in Otay Mesa causes great suspicion and distrust among community members in my District. The lack of transparency in their plans forces me to question their intent to develop a ‘vocational trade school.’ Blackwater is a company that profits from war, and they will not hesitate to profit from insecurity in our sensitive border region. Developing a paramilitary training facility, less than one mile from our international border, would send a dangerous message to Mexico and would hurt business and diplomatic relations. A positive relationship with Mexico has never been more critical to our National Security, and we must not take any action that would jeopardize that bond."

"As you know, Blackwater has been under investigation for the shooting of 17 innocent Iraqi civilians on September 16, 2007. Since this event, Blackwater has been investigated by Congress, the Federal Bureau of Investigation and the Department of State. More specifically, Congress filed an investigation of tax, small business and labor law violations," added Filner. "As a private company hired by the federal government, Blackwater lacks accountability to government agencies. Once in operation, there would be very little or no oversight governing Blackwater’s operations in our border region."

Congressman Filner concluded, "Blackwater does not exhibit any of the signs of a good neighbor or a productive business partner. We cannot allow a company with their reputation to do business in our community – the cost is too high."

Blackwater recently announced that they plan to open an indoor training center in Otay Mesa to train Navy personnel. Blackwater will operate a 61,600-square-foot building, including an enclosed shooting range, in a business park on Siempre Viva Road, just south of Brown Field. The building has been permitted for use as a vocational trade school.

Filner Recognizes 60th Anniversary of the Founding of Israel

On May 14, 1948, the people of Israel proclaimed the establishment of the sovereign and independent State of Israel. Shortly thereafter, the United States established full diplomatic relations and has since enjoyed a close and special relationship with the State of Israel based on shared democratic values and common strategic interests.

Last week, Congressman Filner cosponsored H.Con.Res. 322, a resolution recognizing the 60th anniversary of the founding of the modern State of Israel and reaffirming the bonds of close friendship and cooperation between the United States and Israel.

H.Con.Res. 322 subsequently passed the House of Representatives in a vote of 417-0, and the Senate approved the measure by unanimous consent.

"Despite being surrounded by hostile neighbors, the people of Israel have established a vibrant, pluralistic, democracy that recognizes freedom of speech, association and religion," Congressman Filner stated. "I am pleased to join my colleagues in the House and Senate in supporting this bipartisan resolution celebrating the 60th Anniversary of Israel’s Independence and reaffirming United States and Israeli friendship."

Filner Protests Blackwater Development in South County

On Friday, April 25th, 2008, Congressman Bob Filner will host a rally and press conference announcing his opposition to Blackwater Worldwide’s proposed training facility in Otay Mesa. Joining the Congressman will be: Councilmember Ben Hueso, District 8; Council President Scott Peters, District 1; Carol Jahnkow, Peace Resource Center; Raymond Lutz, Citizens’ Oversight Projects; and Jeanette Hartman, Sierra Club.

"Residents of San Diego County rejected Blackwater’s proposed mercenary training facility in Potrero, and I cannot imagine that San Diegans will feel any differently about Otay Mesa," said Congressman Filner. "The use of civilian-defense contractors is irresponsible, and should be stopped immediately. Not only are they unaccountable to the Military, the State Department and Congress; they are civilians serving in combat and combat-training. Many have been wounded or have wounded others, and yet, they are not veterans; there is no safety net when they come home. It is criminal to ask civilian men and women to perform the role of the military when they lack the support necessary to return to their civilian lives. The paramilitary-style training conducted at these facilities has no place in our backyards!"

Councilmember Ben Hueso added, "Military training belongs on a military base in a facility that is secure and not within an urbanized area. The political strain on the border debate caused by the presence of Blackwater USA will cause more of a detriment to our economy and our national security than the employment benefits they claim to provide. It is also unclear at what level or federal, state and local laws apply to the activities of Blackwater USA, or whether they will respect the delicate fabric of our border environment. Diplomatic ties with Mexico and resolving important issues of border security, border development and immigration have never been more critical to the welfare of San Diego and Tijuana."

Senator Denise Moreno Ducheny, California Senate District 40, pointed out, "There were environmental issues when Blackwater tried to locate in Potrero and now they want to site a facility in an industrial area within the footprint of the proposed cross-border terminal. Given the controversial nature of this corporation, residents and stakeholders in Otay Mesa should have been informed of a proposed training facility for mercenaries near their community. Their views on this matter need to be taken into account whether this facility is compatible to Otay Mesa’s residents and businesses."

Filner Delivers Giant Check for Imperial Parks Facility!

On Tuesday, March 25th, Congressman Bob Filner will present a giant check for $150,000 to Mayor Geoff Dale, City of Imperial. Also in attendance will be Mayor Pro Tem Betty Sampson and Councilmembers Rick Breland and Doug Cox. The City will receive the funds through a Department of Housing and Urban Development (HUD) Economic Development Initiative grant, which Congressman Filner secured as part of the fiscal year 2008 Omnibus Appropriations Act, and it will be used to help design and construct the Imperial Regional Parks Facility.

Congressman Filner said, "I am honored to help provide funding for the Regional Parks Facility in Imperial. It is imperative that families have a safe, fun place to go where children can exercise, build self confidence and develop interpersonal skills. I know that Mayor Dale and the City Council are going to build a wonderful recreational area for our children, our city and our Valley to enjoy!"

The Regional Park Facility will include: multi-use fields, concession stands and restrooms, tot lots, a picnic area, parking, recreational trail access, basketball courts, sidewalks, trash and recycling receptacles, batting cages, warm-up areas and equipment storage. The City plans to construct this facility with environmental sensitivity using green building practices, making it the first ‘green parks’ project in the County.

Filner added, "There is much talk in Washington and in the press about earmarks - mostly negative. However, I think that it’s important for community members to remember that earmarks are a way for Members of Congress to fund important community projects, like the Regional Parks Facility. Understanding and taking care of my constituents’ requests is one of the most important and gratifying parts of my job, and I will continue to advocate for federal support in our community!"

Congressman Filner Statement Regarding Blackwater USA

Blackwater USA recently announced that it will not proceed with its proposal to build an 824 acre paramilitary training camp in Potrero, CA. In response, Congressman Bob Filner issued the following statement:

"The decision by Blackwater to stay out of Potrero is an impressive victory for our community and shows that grass-roots organizations can still make a huge impact in our world.

"I hope that the example set by the Potrero Planning Commission, local organizations, vigilant community members and elected officials will encourage other communities to work together to refuse land for dangerous mercenary training facilities!"

American Association of University Women Recognize Filner for Voting Record

The American Association of University Women (AAUW) recently recognized Congressman Bob Filner (CA-51) for his 100 percent voting rating in their recently published Congressional Voting Record for the 110th Congress, First Session.

Congressman Filner said, "I was honored to be recognized by the American Association of University Women for my constructive voting record, and I will continue to fight to eliminate discriminatory practices and to make college more affordable, healthcare more accessible and wages higher for every American!"

Lisa M. Maatz, Director of AAUW Public Policy and Government Relations, said the following regarding the Congressman’s rating: "The Congressional Voting Record for the 110th Congress, First Session scores the votes on several pieces of legislation that became law, including bills that provided for an increase in the minimum wage; the largest increase in student aid since the G.I. bill; and investment in science, technology, engineering, and math education. Congressman Filner’s Response to the President’s State of the Union

President Bush is out of touch with the American people. His ideas offer nothing new—nothing that will take our country forward. While the nation faces significant new challenges, the President continues to move in the wrong direction.

The so-called ‘Pro-growth’ economic policies of the President have benefited very few, while the quality of life for the majority of Americans has deteriorated, creating a culture of inequality. In this time of war and economic upheaval, we must pursue policies that create growth for everyone! The President continues to do too little, too late.

The President attempted to address some of America’s economic anxiety, and I am encouraged by the compromise reached to create an Economic Stimulus Package. However, American families have been hit hard by the rising cost of energy, healthcare, and education coupled with the economic downturn and deteriorating housing market. I hope that this new found collaboration will lead to increasingly successful bipartisanship and real action to improve the quality of life in the United States. $600 in tax relief for each individual is a good start, but it won’t keep anyone’s home from foreclosing. We must do more, and we must remain flexible and responsive to the needs of Americans.

President Bush also expressed his belated dedication to reforming the earmark process. Congress has also been working hard to provide these reforms: Under the Republican Congress the number of earmarks in appropriations bills skyrocketed and there was no way to determine who requested each earmark. Democrats instituted a one year moratorium on earmarks for 2007 until a reformed process could be put in place. Democrats have made significant reductions to the amount of earmarks, including cutting the dollar amount by 43 percent, and brought increased transparency and accountability to the process. We hope that we can move forward with the President on these reforms.

I will end with my most important point: The President seems to be content with a War that has cost an incredible amount of lives, injuries, and resources. This War is unacceptable. It stands to reason that a "surge" of courageous American troops would improve security in Iraq. Unfortunately, it also brought the deadliest year in terms of U.S. troop casualties. Without the support or action of the Iraqi people, we are left where we started—mired in an unsustainable, un-winnable War!

As Chairman of the House Veterans Affairs Committee, I am committed to ensuring that our troops receive the support, honor and care that they deserve when they return from overseas. I also know that no matter how this Congress feels about the War, we will continue to support the Warrior!

Mr. President, support our troops and bring them home!

Filner Cosponsors Legislation to Restore Voting Rights to Ex-Offenders

Today, Congressman Bob Filner announced his co-sponsorship of H.R. 818, which would reinstate voting rights for the 2.1 million Americans who have completed all terms of their sentences for felony convictions—incarceration, probation and any period of parole.

Today, an estimated 5.3 million Americans are barred from the voting rolls as a result of felony convictions. Many organizations, including the National Commission on Election Reform, have called for an end to policies and practices that disenfranchise ex-offenders. Some states have made progress in this area. However, there is currently no uniform national standard to restore voting rights to ex-offenders.

Announcing his support, Filner stated: "The right to vote is paramount in a democratic society. Ex-offenders who have completed their sentences should have their voting rights restored!"

Congressman Bob Filner recently visited Steele Canyon High School, where many residents were evacuated when the Harris Fire burned through parts of Southern San Diego County. California National Guard troops were activated to help at the site, and they played an important role in preparing the relief effort, as well as maintaining high spirits.
